Josi Hartley
Director of Federal Programs
Josephine Hartley is the director of federal programs at the Alaska Energy Authority (AEA) where she supports Railbelt energy and infrastructure initiatives, including the Cook Inlet PowerLink project.
With over five years at AEA, she has held leadership roles advancing renewable energy, energy efficiency, and electric vehicle infrastructure across Alaska. Her previous roles include managing statewide programs such as the National Electric Vehicle Infrastructure Formula Program and Solar for All, securing significant federal funding and building partnerships with federal agencies, Tribal governments, and local communities. Prior to joining AEA, Hartley worked as a drilling engineer at BP, overseeing complex, well construction projects.
She holds a bachelor’s degree in petroleum engineering from the University of Alaska Fairbanks and brings a strong technical foundation and strategic approach to accelerating energy development in Alaska.
