Mark Billingsley
General Counsel
Mark Billingsley joined the Alaska Energy Authority (AEA) as its general counsel in the summer of 2024. During 14 years as an attorney in Alaska, Billingsley’s practice areas have ranged from business law and transactions to criminal law and intellectual property. Coming off serving as the University of Alaska Fairbank’s patent counsel and a business unit director, and before that as a criminal defense trial attorney, Billingsley brings strong litigation, trial work, contract drafting, and negotiation skills. He also has worked as a project engineer in Alaska for Kiewit Building Group.
Billingsley earned his Juris Doctor from Lewis and Clark Law School and his Bachelors of Science in Industrial and Systems Engineering from the University of Florida. He is a member of the Alaska Bar as well as a registered patent attorney.
