Notice to Applicants Seeking Electric Utility Relief Program (EURP) Funding
AEA is engaged in a third round of the EURP Program.
Round 1 and 2 grant recipients are eligible for Round 3 funding.
About the Electric Utility Relief Program
On March 11, 2020, Governor Mike Dunleavy declared that a public health disaster emergency exists statewide in Alaska with respect to the Coronavirus Disease 2019 (“COVID-19”) pandemic. On April 30, 2021, the public health disaster period ended. On June 30, 2021, the budget appropriations bill, House Bill 69, was approved and became law. The bill provided the Department of Commerce, Community and Economic Development with $7,000,000 in funding for a grant to electric utilities to address delinquent residential payments due to COVID-19.
The Alaska Energy Authority (AEA) was directed to implement the Electric Utility Relief Program whereby COVID-19 relief funds could be distributed to Alaska electric utilities. The funds distributed are to be credited to the accounts of residential electric utility customers in arrears due to COVID-19. In the case where funds are insufficient to meet all grantee requests, the funding is expected to be equitably prorated amount grantees.
The arrearage will have accrued during the period from April 30, 2021-December 31, 2021, and must be outstanding as of your Application Date. Utilities that have applied prior in round 1 and 2 are eligible- due to new eligibility window for past due customer accounts.

1. What is the Electric Utility Relief Program?
The Electric Utility Relief Program (EURP) stems from action by the United States Congress American Rescue Plan Act of 2021 which acted to deliver relief to Americans during the period of COVID-19. On March 11, 2020, Governor Mike Dunleavy declared that a public health disaster emergency exists statewide in Alaska with respect to the Coronavirus Disease 2019 (“COVID-19”) pandemic. The funds distributed under EURP will be paid to Alaska electric utilities to compensate them for residential electric utility customer accounts in arrears due to COVID-19.
2. Who is eligible for EURP?
Alaska’s electric utility companies who have suffered non-payment of residential electric bills by their customers.
3. What does EURP cover?
The relief grant program covers billing arrearages between the period from April 30, 2021, through December 31, 2021, and which on your Application Date, are still outstanding and for which the electric utility had not received any payment from any other source.

5. When is the application due?
The application deadline is 4:30 p.m. on July 15, 2022. Applications received after this date will not be considered.
6. What to expect after you submit your application?
AEA will begin reviewing applications as they are received.
7. If AEA finds my application incomplete or deficient will I be contacted?
Yes. AEA will contact you and you must within five days supplement your application with the required materials.
8. When will I be notified of the final decision on my application?
AEA anticipates it will be able to review all applications within approximately 30 days. Successful applicants will be notified as soon as all applications have been processed and calculations made regarding payment levels. Awardees will be required to execute a grant agreement before payment is distributed.
